I read this book as a Political Science Major in College, and it has always stuck with me.
It is called "The Dance of Legislation", by Eric Redmond, and it is about the drafting of the legislation that authorized the creation of the NHSC back in the 1970s. It is considered a classic.

If you have any interest in the legislative process or public policy as it relates to health care, you may want to consider reading it sometime. Not sure why I am posting this, other than it is 2 am and I am up with a sick kid and came across this sub forum and made the connection
