I'm curious about the Public Health Service Corp requirement RE: delinquent federal debt. In one section of the bulliten, the requirement is described as present tense, meaning that you must not be delinquent in any federal debt. But in another section, the requirement seems to be much broader, and it states that you must not have EVER been more than 31 days past due on any federal debt. Does anyone know how the question is interpreted for the purposes of the application? Are people really turned away if they have ever been more than 31 days late on a payment?
